The Clients tab, under the Settings tab, is where you select the locally-installed apps and web apps with which your Bookmarkshelf document will sync bookmarks during an Import or Export operation. Clicking one of the "gear" icon buttons exposes Advanced Settings. In Advanced Settings, you can describe which items get synced, how and to what folders, how to merge duplicates, and special access settings for different Client types.
